Government House,
Hongkong, 17th. March, 1908.
I have the honour to acknowledge the receipt
of Your Excellency's letter No. 70 of the 11th. instant on the
subject of the maintenance of Sailors' Graves in Happy Valley.
The proposal made by the Admiralty is that
2.
the estimated annual expenditure of £17 should be met out of
this Colony's funds. I do not consider that this charge is one
which should properly be borne by this Government and as Your
Excellency does not consider that it should be met by private
subscriptions from members of the Navy, I propose to ask the
Admiralty to provide the money.
3.
With regard to the superintendence of the
work of maintenance it would I think be more satisfactory that
this should be undertaken by the Naval Authorities, so that
there may be no complaint on their part, but if they find the
matter difficult and should so desire this Government will
assume the responsibility.
Excellency
The Commander-in-Chief.
I have etc.,
(sd.) F. D. Lugard,
Governor,&C..
